Add Mistral Vibe as a supported AI assistant in spec-kit.
This integration enables users to initialize spec-kit projects with Mistral Vibe using the --ai vibe option. The implementation follows the existing pattern for CLI-based agents and includes proper configuration, release build support, and documentation updates.
