Hi there! I'm adding validation for the Dominican Republic passport number.

Current Dominican passports follow the RD + 7 digits format to comply with international biometric standards. If anyone needs more context, feel free to contact me! 😁

🛠 Technical Context

• Format: RD (Prefix) + 7 digits (e.g., RD1234567).
• Standard: ICAO Doc 9303, Part 4, which mandates a 9-character alphanumeric string for the Machine Readable Zone (MRZ).
• Source: Verified via the Council of the European Union (PRADO) specimen database for the Dominican Republic (Document series DOM-AO-02001).
